REQUIREMENTS: Accomplishes work related to the conceptualization, design, documentation, and management of agricultural development programs or projects. Designs, documents, and evaluates mission-specific and/or centralized agricultural development programs or projects. Work involves planning, implementation, operation, and maintenance of Geographic Information Systems (GIS). Gathers, analyzes, and interprets scientific data through development and use of computer software and automated systems.

EDUCATION AND EXPERIENCE:
Grade 11 Basic Requirements:
A. Successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree with at least 24 semester/36 quarter hours in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position being filled.

OR

B. Combination of education and experience: Courses equivalent to the requirements in A above, plus appropriate experience or additional education.
Additional Experience and Education Requirements:
In addition to meeting the basic entry qualification requirements, applicants must have had either specialized experience and/or directly related education in the amounts shown below. Education and experience may be combined to meet the total experience requirements.
1. The applicant must have completed three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree when it provided the applicant with the knowledge, skills, and abilities necessary to do the work of the position.

OR

2. The applicant must have one (1) year of specialized experience equivalent to at least the GS-9 level in collecting data and/or participating in experiments, studies, or investigations in fields of science concerned with living organisms, their distribution, characteristics, life processes, and adaptations and relations to the environment; OR experience in natural resources management, such as forest land management, recreation resource management, or wilderness area management, etc.

Must demonstrate the ability to work with various paper documents; including, Tax Maps, Deeds, and other legal descriptions of property. Works with ESRI Geographic Information System to enter currently existing maps, addresses, roads, and other geographical information. Assists with employee training as required. Attends seminars, and other training as required to maintain job knowledge and skills.
EDUCATION AND EXPERIENCE: Requires high school diploma or GED supplemented by formal training, special courses or self-education that is equivalent to satisfactory completion of one year of college education or specialized advanced training in GIS or closely related field. McGavran Engineering P.C. is looking for a GIS specialist to work primarily in the field of electric power to serve its municipal and electric cooperative clients. A B.S. degree in GIS or associated field is required. Ability to work with ESRI based GIS is required. Work will include field gathering of data, management of field operations, and back office preparation of data to interface with client GIS as an end product.

Will need to be familiar with GPS in data collection and management. Ability and/or experience with Trimble GPS data gathering equipment or similar type equipment a plus. Will need to able to gather data for GPS at the submeter level.  It is expected that back office data management will eventually include other utility items in municipal systems such as water, sewer, and streets. The position will ultimately be in a position to manage and maintain client GIS on an outsource basis. That basis would include keeping the system updated to managing the work order process for the client.  Travel will be required as will overnight stays. Most travel would be in North Carolina but some travel in South Carolina and Virginia will be required as well.
